I think it's science-based. Looks to use heat for something.

I imagine the thing on the left and the top left might be electrodes - like a primitive gas light?

Looks almost like it may be some early kind of plasma arc generator. The metal ring to guide the arc, the other two tubes to introduce and then seal off the gas's, and the two electrodes to produce the current. Of course, early X-Rays may very well have used plasma to generate the radiation, but I have no clue there.
